In accordance with the precautionary approach contained in Principle no. 15 of the Declaration on Environment and Development in Rio de Janeiro, the objective of this Protocol is to contribute to ensuring an adequate level of protection in the field of safe transfer, handling and use of living modified organisms resulting from modern biotechnology and that could have a negative effect on the conservation and sustainable use of biodiversity, taking also into account risks to human health and especially putting emphasis on transboundary movement.

Croatian Parliament at its session held 24 May 2002 decided to proclaim the Law on Ratification of the Cartagena Protocol on Biosafety to the Convention on Biological Diversity based on Article 88 of the Croatian Constitution.
